I'm just going to address the performance problems , as the black screen and mouse problems are generally fixed with a reboot . Your DCS settings are way too high . Drop 4x MSAA to 2x . Turn off SSAA (doesn't do anything in VR anyway) . Turn off SSAO , SSLR and cockpit global illumination . Terrain shadows to flat . I highly recommend you get FPS VR from Steam . This will give you the info you need to help with tweaking , in particular by showing you gpu/cpu loadings .

To answer your question , it depends . VR , 4k , or high refresh-rate 1440p weigh towards gpu , 1080p not so much . Your 2060 will do just fine at 1080p 60hz . Not gonna address the cpu side as the 12700k is an excellent choice . Should you decide to upgrade gpu , be aware that in Sept or so , 4000 series will launch . -

I'd try losing "motion blur" and "heat blur" as well as changing "terrain object shadows" to "flat" . You should see a significant gain in fps with those changes . Also , have you enabled "XMP" in the bios memory settings ? -
Nah , we never tire of hearing a noob's first experiences in DCS VR . We still feel the same after years . I never miss a chance to invert and pull over a mountain , then stand on a wing to slice into a gorge . Welcome to the club !

Yeah , i run at 60 for the same reason-mudmoving at 300 feet or less . Also a much smoother experience on airfields as i can't maintain 45fps , but can easily maintain 30 .

I will also no longer buy from Newegg . Had a bad experience with inadequate packaging of a motherboard and resulting shipping damage . It's just not worth dealing with them when there are better options out there . I have never had a problem with B&H Photo , and will purchase from them what I might otherwise have from Newegg in the future . Unfortunately , the nearest Microcenter is about 400 miles from here.... Interesting to see the Gamers Nexus dustup with Newegg . Guess you have to be a mega-YouTuber to get treated (ultimately) fairly by that formerly-good company . -
If you're that easily discouraged , maybe DCS is not for you Should you change your mind , below is a link to a GUI utility that obviates the need for command lines . First download the current version of DCS , then revert to the version you want with the utility .

Wouldn't be surprised to see a reversal of downward pricing trend . Now we have a neon (required for chip-making) shortage of some 50 (!) % .

If you are running an OEM version of Windows , which is one-time use , it is seeing itself installed on a new computer . Get a new key , and reinstall via creating a Windows Media usb stick .

If you are running at 60hz , either of those cards would be overkill . If running at a higher refresh , or contemplating upgrading to an ultrawide or 1440p monitor , either will work . 12gb vram would certainly be helpful in VR , but not so much at 1080p .

Not likely , as your cpu and particularly your gpu are worked much harder in VR . However , the relative experiences are incomparable , and you should be able to have quite a good time in DCS VR with your rig . I certainly did on a much lessor rig than yours (6500 , 1070 , 2133 ddr4) I haven't flown on a monitor even once since i got first the CV1 , then the RiftS , and now my G2 . And that's the problem ! VR is so addictively immersive that we all want more , more , more . And that is the basis for many of the "problem" posts you referenced . Other reasons include the initial setting up , which isn't a big deal , and tweaking , which never ends because we all want more , more , more So take the pill without fear . You may find yourself quoting Gollum , but it is a lovely ring indeed ! Just don't hold us responsible for your wallet's capacity once you do That whole "more" thing...

Pc's are so much easier to build now than they used to be . M2 slots , modular psu's , gui bios , Windows media , boot troubleshooting indicators and no motherboard jumpers all make the process painless , as compared to just a few years ago . Speccing the components is the most difficult part , but you do that anyway with a custom builder . Falcon Northwest (US) has a stellar reputation for premium builds , but it will cost you . -

This happens fairly often for me . Mouse doesn't work in vr , but works in the vr mirror (and only the vr mirror , not the rest of the desktop) . I have no idea why this happens , but shutting down Steamvr and rebooting DCS solves the problem .
