What are the speeds of your RAM (MHz?) and your processor (GHz?), what MB do you have and which power supply?

I have 2666 mhz and cpu it says base speed 3.60 ghz. It used to work perfectly fine up until a couple of weeks ago. Not sure whats happened?

what black dracula post seems to state (i had to translate) is that making the textures of objects and terrain favor eye candy not necessarily performance of the system; unless you are on a higher end computer. do not get me wrong. i love the new graphics system (ala clouds are great). yet there are many other bugs that may have been corrected if for not for doubling down on eye candy. IMHO

he thinks they are upscaled to 4k or something

They are not upscaled, they are 4K base in some cases.

the performance became way better

*memory usage. Performance itself will depend on how overloaded one's RAM is. For me, the improvement was great, since I've got 16GB. If one has 64GB or 128GB, the increase will probably not be noticeable.

with bit of visual bugs

This bit is a bit of an understatement. One has to know exactly what he's doing to do this right. And how is he doing it will also determine much of the final quality. Like, while decreasing resolution, it's extremely hard to keep the edges of alpha channel solid -- and even if these are kept, mipmapping can still add slight bounding boxes, which will turn into grid over objects on long range/high FoV.

some textures weren't compressed

DDS is a compressed texture format. I've just attempted to compress them further. In a new attempt I've chosen the same compression format. I've uploaded a set of basic ground textures from the second pass, so you can see the result.
