Slow Rotational Panning Camera Shot like in Matt Wagner's Videos Possible?

Hi all, I asked this a long time ago already but nobody seemed to have an answer so I thought I would try again. Does anyone know how you could replicate this very slow rotational/ panning shot like Matt Wagner used to do in his videos?

Try right Strg+F2, for zooming and panning your view with w,a,s,d and mouse for rotation. Guess that's what you mean
