Yep! The raise/lower seat switch :) It's located just underneath and left of the AHCP (IIRC).

I think you would need electrical power for the fuel valve to operate. I.e. when battery is off as well as the DC generator disconnected from the bus, no power would be provided to the valve, thus rendering it "stuck" open or closed (open in your case).
