This list is way too long and will take a long time to complete. So I will shrink it down a bit. 
We just need a few essential ones which allow us to get a believable mission going.
There are only a few types of mission or pilot-mission interaction.
1: Fighter-to-fighter action (this won't be a problem once the La-7 is out. People can fly it against players who pilot BF-109s or FW-190s) 
2: Ground attack (We already have German vehicles, so we need some Soviet ones to form the basic transports)
3: Anti-air weapons (Use them to protect the transport and other installations. Allow players who fly in opposition force to have more believable and challenging mission settings.)
4: Ground assault vehicles for Close Air Support Missions.
5: Some long-range artillery can be used as targets for elimination or protection. The best if such artillery can seem clearly from the sky when firing. Katyusha would be the best. Just imagine you are tasked with protecting the arty. After some tough fighting, you don't even know if you have done the job, and all of a sudden, every rocket from the ground starts to fire. That would be a sight to behold.

So my suggestion is as follows:
The first patch containing: 
1: T-34-85 (main tank)
2: Su-100 (main AT gun that can deal with the Zoo series)
3: ZiS-5 or GAZ-MM truck (main transport which forms the convoys in missions)
4: Katyusha rocket artillery with Zis or GAZ chassis (Main long range  arty that makes pretty pictures in mission)
5: 25mm AAA on GAZ-MM or Zis trunk (main AAA for people who pilot opposition to be shot at)
6: 85mm M39 52K flak gun (for high altitude flak effects)

The Second patch should expand to the navy. Giving us a few basic ones to simulate the naval battle.
1: Kirov class Cruiser Molotov
2: Gnevny destroyer (Can be used for earlier cold war Chinese navy too)
3: One type of submarine (it doesn't matter which one)
4: Tu-2 bomber (this enables the escort mission. Tu-2 is better than IL-2 or IL-10. Because ILs are best in low altitude, but Tu-2 can be used in all altitude.)
5: Gangut class battleship Oktyabrskaya Revolutsiya

The patches afterwards:
Then we can gradually fill that long list of yours.

If the IL-2 and 10 don't appear in an Asset pack then they need to be a module

I highly doubt it, seeing as there are very few World War II aircraft that have been made in different versions. The il-2 and il-10 differ in performance, engine, fuselage, wings and capabilities. Let's not even talk about finding reliable sources of documentation to make two diferent aircrafs, as all missing Soviet air-ground weapons from WW2 to early cold war.

We have the proof that if it were so easy to make aircrafts modules, Octopus-G could have made various versions of the I-16, from the first versions of the Spanish civil war, Krasny Bor, Barbarosa to the latest before its withdrawal from service, and they only focused on a single aircraft for several years.

The same thing happens about AI units, they need specialized people who are only dedicated to making units that are not for modules, and that takes a lot of work, examples has on the WW2 assest pack of ED, RAZBAM and south atlantic assets pack, or Dekka as Chinnese assets pack. That teams need growind with more crew.

Yeah, I wouldn’t expect or even want OctopusG to offer an Ai asset pack. They are small, and produced a heigh quality aircraft. I expect this one will be very heigh quality as well. Having to take coder’s off the modules will only delay their completion and hamper maintenance. Razbam is a bigger studio, they can afford to branch out a bit. But I would much rather fly the this bird against FW-190, and unleash my frustration on the BF-109K than have tanks that I’m not even equipped to kill. DCS WWII is still a bit of a novelty anyway, but a fun novelty. I for one would rather Octopus throw all their effort into modules. This one is a definite purchase for me, and I suspect I will fly it a good bit too. There is one that has been teased that would be a day one buy and definitely often flown module. Then there are all the ones i wish we would get. That is where I hope these guys stay, awesome high fidelity Soviet aircraft.

+1 fully agree, I purchased the I-16 knowing there were no period-correct AI assets on DCS, nor a proper map ... just wanted to learn and experience the aircraft .. recreating an historically correct early WW2 was not on my plans with the I-16.  For the La-7 I feel the same, and will purchase it as soon as its available. 👍

Same, although I would be lying is I said I wasn’t a little bummed it isn’t a Yak3 I believe. But that is because I loved it in one of the other sims, and saw one epic demo at the air show in Sheppard when they opened the F-22 tech school. So I’m biased. Man I would sure love to have both. But for real I love the feel of the Soviet stuff, and the La-7 is going to be epic. Keep them coming Octopus, and I’ll keep buying them.

This is not a problem for ED. The 3rd parties are free to make their AI units and give them away for free or not on own IA packs. ED has already said on the Russian forum, that they will not make AI units for the WW2 pack, as long as they don't move to the eastern front.

T-34-57 in the period 1945-47?

Only 14 T-34-57 tanks where produced. The main batch in 1941, which was lost in the same year. For the period 1945-47 T-34-57 tank - museum anachronism

Lets also hope that the world map comes out soon so there is a place to use these assets.

However ED would need to unlock most of the buildings in Normandy so mission builders can place static building assets to create the towns and cities in Eastern Europe to begin to reflect the time period.

I doubt anyone wants to wait for WWII maps stretching from SE Finland to Ukraine, all of Poland then over to Berlin. The Eastern front was HUGE! Also A Korea Map, set in 1952?
