Maybe the F/A-18 is destined for FC3 and the F-16 seems like a very good aircraft to do in DCS because it it pretty much 100% declassified. Yeah, if you take out the radar, the IFF, the RWR, the Link 16 package, bits and pieces of the computer, and other important stuff. If that's what you mean then yes, pretty much 100% declassified. If you aim for the sky, you will never hit the ground.
