Not directly. You need to move the whole Saved Games folder under the user , not Saved Games\user. Select Saved Games in file Explorer. Right click, chose settings. Then you find a wizard for moving it. If you don't want to move Saved Games, but only Saved Games\DCS. You can but then you need to use symbolic/hard links. Cheers! You have to enable telemetry to get the effects DCS doesn't have out of the box.
