I use a dremel “drill press” with a 0.6 mm rotary bit.
After printing the list of words (double-spaced) and cutting them out, I use rubber cement to secure ONE in proper position + alignment. With one hand I lower the press to almost contact, with the other hand I manuever the light panel *carefully*, making about 3 passes per letter.
After doing each word, I peel off the remains of the paper and wash off the rubber cement. Dry, check for proper light penetration and then go to the next word.
It’s not always laser-perfect, but it works for me.
