Is napalm on the list of weapons for Heatblur to develop for the F4?

Weapons development is no longer handled by individual devs due to previous issues with duplication and variable performance. All weapons are centrally developed/approved by ED, unless something has changed. Last time ED mentioned napalm it was on the ''to-do'' list eventually.

To be fair, in DCS, especially with the wonky damage models, the usefulness of an incendiary is... questionable. Probably make neat explosions, though.

Yeah something has to be done with splash damage modeling. As napalm is all splashing damage.

This is not quite true. Devs still have input with regards to weapons, and they do develop them, it's just done in cooperation with ED. In fact, HB is working with ED on other core features, as well (such as the RWR sound library). The development had been centralized, but it doesn't mean 3rd parties are locked out of it. When the time comes, HB will likely work with ED on napalm, as well. 

And let's face it, napalm will come in handy for many of the aircraft. From the A-1 to the Hornet (well, it's not actual napalm on the latter, but Mk77 is similar enough), incendiaries have been on the armament list.

The core issue though is the really bad overall damage modeling in DCS along with various weapon effects.

I think every single 2nd and 3rd gen American aircraft that could carry bombs also used Naplam, so thats F4, F5, A4 mod, the upcoming A1, F104, F100, A7 and A6.

As well as the Corsair and Hellcat.

Napalm coming to WW2 with AN-M76 incendiary bombs, on allied aircrafts as Mosquito FB.IV.

Other weapon has the M69 incendiary bomb used by bombers (We have M57 White Phosforous on DCS World directories).

The problem has no if HB build or not the bomb, missing the core feature about incendiary weapons, and the effects about incendiary bombs, required not only a coder, need a 3D modeler with FumeFx experience to make them (on the ED carrer jobs list).

ED was showing several Napalm drops in the 2023 and Beyond video you idiots. Three drops in fact.

Now I would like inert Practice Nuke weapons. Still, something that is a "Bridge Too Far" for ED. War Thunder has Nukes now.

That has none with napalm, has only old DCS explosion effects, post on the ED video comentary sections. ED working on build propper Napalm efects on a future.

Perhaps they'll make it negate obstacles, as long as it's within a certain area, until destructible environment is a thing.

Only if ED implement them on the core, on fact, no only by Napalm, explosions need burn / destroy them (missing feature).

Just to be clear, in game...clouds do or do not block IR missiles?
