Aaron, I disagree on this. The bokeh effect is the consequence, tilt-shifting and depth-of-field are the cause. Both tilt-shifting and a shallow depth-of-field create the bokeh effect, wich means "blur" in japanese, and designate the blurry area outside of the focus plane.
