Probaby they are trying to get it done ASAP. However, they had no problem anouncing that they move the OB Patch to the next week in the past. Otherwise it will be in a cheat state as it will function as a true TWS. @ 7:35 Wags specifically said " The only change we have coming on this which isn't quite accurate here is that if a contact is only being detected by your radar rather than a HAFU it will have just a standard RWS brick and that will be changed later" No need to wonder or speculate.
