What does that mean now that the digital order has the status “fullfilled”? I still can't do anything with the code I received, or was there any information?

I bought the whole thing more than a month ago, so why this message today?

AFAIK, that means that you received the digital activation code to use with DCS when the F-4 will be released to download the module, while the physical goods you bought (T-shirt, vynils) will be delivered to you in February. It doesn't mean that the aircraft is already available.

getting close, so I pulled the trigger....  when it drops, it drops, but I'll be ready for the Rhino!

With the newly announced 6 week (at best) update cycles, if it doesn't release by mid-February they will miss the "end of winter" promised deadline as first of April will be the next update period. (We never see new modules released without a corresponding update as it has to be included as an AI in the base-sim.)

In some parts of the world, “winter” doesn’t end -climate wise- until May.

Why would they not release an update for the Phantom in addition to scheduled updates?

Apparently there was an update on discord and it was later clarified in another thread on this forum, that they aim for winter (until march) this year so it's not too far

(Sorry relatively new to the forum would have linked the corresponding posts but don't know how... Thread is called "Phantom F-4E released?")

Because it's work and their announcement was clear that they're trying to reduce their workload. 

Could they do an update just to release a new module? Yes. Will they?

They are indeed scrambling to get the F-4E over the finish line. And they actually communicated via Discord that they currently focus more or less their entire energy on that very goal. Also, they said that interaction with the community will be a bit less during that final push. That’s absolutely honest and okay. So, I think the best we can do at this point is to wait for the usual YouTubers to start releasing their videos in the very near future and meanwhile HB will do the magic in the background. I believe the next patch might probably make us very happy. And speaking of videos…I hope that a certain YouTuber (yes, the one who screwed up the F-15E startup vid) who yesterday uploaded a downright disgusting F-4E clickbait video will not get his hands on the F-4E pre-EA…

Part of me is looking forward to it coming out soon, but there is a part of me that is just getting ready for:

  • a) the bugs that slipped through the door because it was pushed out to tick some box that says it was shipped in winter 2023/24. 
  • b) features pulled last minute to avoid (a) so that the same tick box can be clicked for winter 2023/24.

I'll reserve my judgment on how good a pre-release this is once I get to install and run it.

I’m bracing myself for the e-backlash once the 4th Gen Flanker/Hornet/Viper babies lose their first BFM fight and declare the Phantom “useless in a dogfight”

Yeah, while being in very early EA every module will have it’s fair share of bugs and will need optimization. This cannot be avoided and it is simply something we have to live with. Anyhow, it is understood that HB has a rather large team and certainly also a rather large and competent staff of testers. Remember the launch of the F-14? Went pretty smooth, right? Right. I have absolutely no doubt that the launch of the F-4E will be any different. We will certainly never experience an F-16ish launch in DCS again…

As for missing features…well, at a certain point you need to make a decision as a developer and say my product is good enough for public release. HB will already have done that some time ago. At this stage it will probably be more about adding some pending crucial items and polishing up what they already have. They need to do that. Otherwise it would basically be an endless development loop. 
Anyway, I also hope for a smooth release day. I really hope the servers can take the traffic that day…it will surely be massive.

GIBs assemble! Enjoy a few candid shots of the WSO's cockpit. There's nothing as fun as the rear, cozy cockpit of the F-4, with basically.. no forward visibility. Thanks McDonnell. Flying with a friend in VR? Beware of the vomit comet.
The rear seat of the F-4 contains all of the controls and displays associated with the mighty APQ-120 radar. The WSO is also responsible for operating the Pave Spike TGP, as well as just being a general help and useful set of eyes for the pilot. You can of course fly the F-4 from the rear seat too; and WSOs would often fly the aircraft, and even assist rolling onto e.g. a bandit during a dogfight.  
Multicrew synchronization in our new next generation framework has been a key design goal of the last few years, and we're working hard to ensure all systems, instruments and the radar are well synchronized between both crew members in multiplayer.
Just like the pilots' cockpit, we've tried to push as much detail in sculpting and texturing as our time and budget allows, and we hope you'll enjoy experiencing the F-4 from the back.
