Tomcat has already 4 DLC campaigns: https://www.digitalcombatsimulator.com/en/shop/modules/tomcat/ ...and more if you count user made content or the ones included in the module. There is still hope for future campaigns but I doubt any creator waits for the end of EA.
You have a point though that sometimes it's too early for the campaign if the module is still young and is missing some important functionality. Not in the Tomcat case now although someone might wait ie. for the early F-14A. HB still owes us this one and a campaign
Because they can and it looks best that way. They also use mods (ex. A-4), new aircraft and vehicles (not yet available, ex. A-6, new Tu-95). Misleading? Yes.
You can ask to change the game and eventually get it or not, or you can change your style to accomodate to the game you're playing. You can ask the mission designer to prepare the ready aircraft you desire to jump on or make your own.

The delayed ignition of the second stage could prove to be a problem in combat though. It'd need constant target data input to calculate the impact time and use it optimally.
I doubt it but what would be the purpose? It's still one file editing. Maybe you don't want to touch the game files but \saved games\dcs folder is fine?
Since every update will revert the changes to the CommandDialogPanel.lua you should have a local copy of both original file and modded one. Then you could run a batch file (one for each) to copy one of them into game files and run DCS. Just an idea.
