Maybe you can use the system that HCS use to sell the VA voice packs? I accidentally signed up to them once, and it looked like a good system for independant vendors.

I used Starway's previous (free) texture pack with JSGME. It's as easy as pressing one button to add or remove. The only constraint is to remember to remove the mods before updating DCS.
